Cultural Policy | Cultural Policy & Cultural Funding - Cultural Policy | Kulturpolitik und Kulturfinanzierung

Description

In many countries, cultural policy has a decisive influence on the art and cultural landscape of the respective state. On the one hand, through the direct promotion of state, local and national institutions, and on the other, through the provision of legal framework conditions and tax relief for certain cultural offerings. Why is this the case? The seminar attempts to develop a historically based understanding of cultural policy and compares the cultural policies of different countries today. It also deals with foreign cultural policy and cultural funding in Germany. The seminar consists of analog and digital modules that run both synchronously and asynchronously. We will work on the online learning platform Canvas (for example, we can upload summaries of texts we have read and then discuss them using the comment function). In the seminar itself, we will mostly work analog, i.e. the laptops will remain closed and we will think along. Various guests are also invited. Practice and reflection will be intertwined. The seminar is open to BA and MA students.

Learning objectives

The genesis of cultural policy discourse from Humboldt, Dewey to Xi Jinping. An understanding of theories of cultural policy with Hutter, Treml and Baecker. An understanding of different cultural policy approaches (Germany, USA and China) The role of different cultural policy actors. Insights into instruments of cultural financing and the development of cultural financing in Germany.

Detailed information about the examinations

  1. Active participation on the Canvas learning platform (introduced at the beginning of the course). Active participation in the seminar, text work, reading, writing, presenting and discussing. Attendance is a prerequisite!
  2. Presentation on federal, state and municipal cultural funding (see 7th session on 21st March)
  3. Writing an essay (400-500 words) on cultural policy based on the literature and topics covered in the seminar.

Each examination counts for 1/3.
